The 21st century is the era of knowledge-based economy, and the focus of competition is a competition for human resources development and the effective use. Effective human resource management and strict financial management becomes the key to the quick development of enterprise.Performance and efficiency management is the core of enterprise .It relates to whether the enterprises to maintain our edge in the increasingly fierce market competition. As China shifting from a planned economy to market economy, how to imply more effective performance management is a big challenge that all enterprises managers must face. Because performance and efficiency management involves extensive and complicated procedures and the results difficult to control, so many organizations eager to have a practical and easy performance methods and new software tools .This paper includes the research about management of enterprise information systems .First, the paper introduces the problems of enterprises management, and thereby draws the concepts of the performance and efficiency management, thus explaining the choice of the purpose and significance .Then, according to the software engineering process, it is given in this paper is how to analyze, Design and implementation of a medium-sized staff performance and efficiency management information system step by step. Finally, there is a conclusion about the performance and efficiency management information system.
