Information resources play an important role in secientific research projects and in globalinformation development. On the basis of current situation in information resources, it is difficult forscientific users to access to information resources, the integration program of meteorological andhydrological information resources was proposed in order to solve problems.Beijing Institute of Meteorological Applications is a professional meteorological andhydrological research institution, its library supports the meteorological and hydrological informationresources for the scientific research. With the expansion of the scientific research field and growingdemands of scientific users,the development of information resources is far from meeting userdemands.The development in domestic and foreign information resource platforms was investigated. Thestatus in,libraries of American meteorological and hydrological was studied from four aspectsincluding information resources, information services, and information sharing and informationmanagement. Its characteristics were analyzed and development trend was predicted. Its inspirationsand advices on integration demands of meteorological and hydrological information resourcesintegration in our institute were provided.Investigation methods and users demands for information were analyzed in order to find thecurrent problems. Solutions were put forward including information resource development,integration platform construction, new information organization methods and knowledge services.In the aspect of information resources development,18kinds of English and Chinese OpenAccess electronic journals and2kinds of data bases in the meteorological and hydrological fieldwere acquired by mining information resources in the relative libraries or institutions at home andabroad. Documents and reports in our institute were scanned,information in the Wan Fang and CNKIdatabases was purchased and copied from its CD. The solution of information resources wasprovided to broaden free access, digital journal and report data, and purchase business book andperiodical databases.Organization of information resources is the core content in this paper. Methods for traditionalinformation organization and folksonomy were compared. On account of meteorological andhydrological characteristics, folksonomy application was studied, the method of combined oftraditional information organization/ontology and folksonomy was provided for promoting theinformation resources sharing and availability.On the basis of Web2.0concept and actual situation in the meteorological and hydrologicalinformation service was studied, and6functions in the website were achieved including retrieval,site navigation, reference, RSS, on line borrowing and tag cloud.Depending on the regulations of security and secrecy in our institute, advices on security andsecrecy of meteorological and hydrological information resources were given in security of information resources, security of retrieval and delivery, security and secrecy of operating systemand computer room.Detailed integration scheme was designed according to the above researches.The innovation was described in the following aspects: first, means of resource organization andservice, security and secrecy management in foreign meteorological and hydrological libraries wereinvestigated comprehensively, its characteristics and trend of development were analyzed. Second,folksonomy and tag cloud were applied in the information resource organization in small library byanalogy and contrast, the combined method of traditional information organization/ontology andfolksonomy was provided for meteorological and hydrological information resource organization.Third, an integrated meteorological and hydrological information scheme was designed to l solve theperennial problem of information support in our institute.Some inadequacies exist in this study, for example, means of information achievement is simple,how to implement security and secrecy from management to technology, how to encourage users touse and index tag cloud! These problems still need to be improved and further studied.In summary, an integrated meteorological and hydrological information scheme was designed forinformation resources-sharing.
