Nowadays, the network environment has gradually replaced the traditional information environment in which the printed document is the representative. Internet is widely used and that prompt the network information resource grows fast. Under these circumstances, there are all kinds of mode of network information organization and service. There are so many disadvantages in these services, so much general information and little special information, little useable information, and little shared information resource. The reason is the inefficient method of network information resource. It's very difficult to provide the right information to the consumer without any limitation. So we make use of the new technique, XML and RDF and Ontology and so on, to give semantic field to information resource. And discuss some semantic method of network information resource organization.In next part, this paper discusses the semantic information organization method in traditional Information Retrieval Language. Learning how to deal with the Semantic relations in descriptors, and develop the semantic information organization method under the network environment.At the macro-level, Information Architecture guides website organizing their information. IA theory attaches importance to two interactions that one is between consumer and information environment, the other is between consumer and information content. One of IA's basic principles, "Thesauri, Controlled Vocabularies and Metadata", provides the semantic information and seamless connects all other basic principles (Organization Systems, Navigation Systems, Labeling Systems, Search Systems) into one system. It is the soul of website. IA theory is the embodiment of searching from semantic information organization under network environment.At the micro-level, this paper discusses some new techniques of information organization under network environment respectively, such as XML, Metadata and Ontology. Comparison with HTML, XML has many merits. It is more linkable,expansible, interactive, structured, semantic etc. So it is very suitable to exchange and issue information under network. In many domain people make use of XML to show the knowledge and save and exchange information. We need different Metadata to describe and organize information resource in different information environment. Dublin Core is representative. Metadata has the function of traditional "Cataloging Rule". Managers and consumers of network information resource can learn and distinguish the information resource with Metadata, and than make use of and manage it. Metadata is used widely in information organization and information retrieval under network environment. RDF can help the system to get the subject and object that are expressed by XML. And deduce the semantic opinion according to their relationship. XML can improve the precision of Web database based on keywords, combine with RDF, XML can improve the Web database run based on object. Ontology is a kind of modeling tool based on concept. It describes information system on semantic and knowledge level. It is very important to the study of semantic web in knowledge denotation and information organization. Ontology can resolve information sharing and exchanging on semantic level under network environment together with XML and RDF.In this paper, we discuss the semantic method of information organization under network environment not only in theory but also in practice. We select two representative cases in the world. One is the cross-search of SCI, the other is BASIIC database in biology and medicine.Cross-search of ISI Web of Knowledge system contains all kinds of authority database. One click access to every database resource, people should not search other website to get service. And users should not learn the system how and where to get the information. It is ok that People only input the keywords from the friendly interface of ISI Web of Knowledge. Consumer is the center of ISI Web of Knowledge system, and it is a good attempt that it learns from semantic view of information resource organization under network environment.In BACIIS system, it integrates the Ontology into information retrieval in database.
