With the rapid development of information technology, especially the emerge- nce of the Internet, the global information resources grows rapidly. However, the organization technologies(such as taxonomy and topic technology) in the informat- ion retrieval system are unable to reveal the information's semantic well, the results which the information retrieval system returns to the user can not meet user's needs, especially in the web information retrieval. Ontology has a good concept hierarchi- cal structure, and ontology contains rich semantic relations between concepts, so ontology has become a hot focus in the information resources organization.By studying the organizaion technology of information resources and ontology, this paper puts forward an ontology-based information resources organization algorithm. The algorithm mainly organizes information resources by using the concepts and relations between concepts, so the algorithm can solve the problem to reveal the semantic of information in a certain extent. And the concepts and relations are indexed in the algorithm, the information retrival system can read the concepts and relations rapidly, so the system can organize a large amount of dynamic web information resources. In order to provide an ontology for the algorithm, with reference to the Seven-step method of the Standford University and the method of building ontology in the doctoral thesis of Lijing, this paper builds agriculture economy ontology with Protégé2000. Based on the above algorithm, an ontology-based information retrieval system is analyzed and designed. Finally, with the agriculture economy ontology as experimental ontology, the governmental information resources about the agriculture economy as experimental data, the system is experimented, and the experimental results proves the feasibility of the algorithm which is used in the information retrieval system.
