Users is the main part of information resources. The need of users is the reason to construct the information resource organization. Traditional information organization can not meet the need of users. In light of this situation, the thesis explores the model of the user-based information resource organization, and puts forward the information resource organization must regard servicing the users as the aim, regard establishing the knowledge resource bases as target, regard incremental services as means. With the fierce competition and the restriction of the information to the development of enterprise and person become bigger and bigger, the future of the users-based information resource organization is bright.The thesis consists of three chapters. Chapter 1 clarifies the background of this selected topic and the current research history. Chapter 2 introduces definition, principle and fields to be applied of the user-based information resource organization. Chapter 3 explores the model of the user-based information resource organization from five aspects. First ,it studies the types of users and demand characteristics, then inquires the process of this kind of organization and method of analyzing users'data and emphasizes significance of the feedback information and updating the information. Secondly, on the basis of comparing the traditional information resource organization and user-based information resource organization, it analyzes the model of information resource organization, especially the deep level of mining of information resources and problems of constructing the databases of knowledge resources. Thirdly, after introducing the traditional information services and incremental information services, it introduces the forms of information services. Such as initiate information recommendation, customized personalized information, advice and information. At last, it discusses problems need to be solved further in the user-based information resource organization.
