In recent years, the new policies on public cultural services provide a new opportunity for the development of public libraries. At present, the work of public culture has attracted the attention of governments at all levels, and has increased the investment of manpower, financial resources and material resources. The backwardness of the grassroots public libraries is gradually improving, and the infrastructures, funds, human resources and service levels have changed a lot. The county libraries are gradually becoming the construction of public cultural service system in the main positions.This article focuses on the library in Zhengzhou Economic and Technological Development Zone, applies new public management theory and new public service theory, adopts literature research and case law, and has produced “Readers Questionnaire in Zhengzhou Economic Development Zone “ and “Staff Questionnaire in Zhengzhou Economic Development Zone Library”. Through the questionnaire survey and the problems encountered in the work, the authors collected and analyzed the data of Zhengzhou Economic Development Zone Library. The paper analyzes the reasons of the shortage of public cultural service and analyzes the reasons of it, and combines the successful experiences of the local libraries, and gives the development strategy of the county-level library. The author thinks that the role of the government is the leading role, which is embodied in policy support and legal protection. At the same time, it is necessary to set up a system of public investment in which the investment is stable and the investment is increased. In the meantime, the author thinks that the government, library, social institution and citizen can improve the public cultural service level from the angle of public cultural service provide. The library is the main body of the construction. The library strengthens its self-construction mainly from the clear positioning of itself, strengthen the human resources management, strengthen the service innovation and carry out the reading activities of the whole people. The social organization is the object of cooperation. Of the social institutions are the same type of public cultural institutions, public welfare of social groups and cultural industry institutions; citizens are not only the beneficiaries of public cultural services, but also the participants, citizens to enhance the sense of participation in the public participation in the cultural sector Management process.In conclusion, although the public cultural services of the county library have been improved, there still exist many problems.
