| It is necessary to introduce performance evaluation in the field of public libraries.The results of the sixth national evaluation and grading of public libraries above county level show that the problems of low level and backward level of public libraries at district and county level in Shaanxi Province are obvious.Empirical research on the performance evaluation of 99 district and County Public Libraries in Shaanxi Province at present can obtain important information to improve their service level.Data calculation and empirical analysis are carried out by using two research methods of HAPLR(Hennen's American Public Library Ratings)and DEA(Data Envelopment Analysis).The results show that the public maps of the districts and counties in Shaanxi Province are different in population density.There are obvious differences in scale efficiency,technical efficiency and comprehensive efficiency between libraries.Overall,nearly two-thirds of the actual production scale of district and county public libraries still lags behind the optimal scale.More than half of the district and county public libraries have not reached the ideal state of technical efficiency,and their comprehensive efficiency also has considerable room for improvement.Generally speaking,there are still a series of problems in Shaanxi provincial and county public libraries,such as unbalanced development,waste of resources,ineffective scale,low efficiency and insufficient indicators.It is necessary to narrow the gap in the development of public libraries by optimizing the scale and structure of financial input,reducing waste of resources by improving the rational allocation of input and output factors,and speeding up the innovation of resource allocation methods.In order to promote the overall improvement of comprehensive efficiency,it is necessary to increase the content of digital and public satisfaction evaluation in performance evaluation,and pay attention to results feedback to strengthen supervision. |
