The survey suggests that Evaluation indicators of our traditional bank performance management system focuses on far more financial indicators than risk and quality indicators, customer service indicators, staff development indicators,etc. This led to brain drain and huge economic losses.The main purpose of this article is to design a bank performance management system that embody advanced guiding ideology of similar software systems in Western and accord with Chinese national conditions, adapting to the trends of banking reform in China, to help Chinese banking to improve core competitiveness and win international competition.The work mainly includes the following four aspects.(1) From the perspective of evaluation content, new performance management system draws on the advantages of performance management systems of some bank including Citibank. Performance Indicators was designed comprehensively. Advanced management technologies, including balanced scorecard, dynamic indicators template, were introduced. Management deficiencies has been effectively filled.(2) From the perspective of overall planning, new performance management system is designed from the view of its entirety. The design ideas broke the barriers between the duties of office software.Database tables was planned as a whole. Messaging platform was unified. Business process was analyzed and combined numerously. The work laid a good foundation for transforming performance management system into integrated management system with capacities of management, giving advice capacity and decision-making.(3) From the perspective of user experience, civil traditional banking performance management system has a typical "domestic software" style. System was rigidly divided into several directory, such as file operations, report printing, financial statements, the teller assessment, business manager assessment, department evaluation, compensation management. Each directory was subdivided into many menu items. The paper broke the routine. Business classification is the guidelines for operating module division, and menu items dynamically generated based on profile. It improved the rate of useful elements on UI and made it more friendly.(4) From the perspective of architecture and scalability, traditional banking performance management system has relatively simple framework, and can’t adapt to the rapid development of IT technology. The four major framework,such as Struts, Spring, XFire, Ext, were used in the system development, and solved this problem.
