In view of the problems of the traditional emergency rescue plan exposed by itsimplement, Research on digital emergency rescue plan was vigorously developed andhas become a hot spot in Emergency management field. A key foundation of thedigital emergency rescue plan is knowledge Base System of emergency rescue plan.and how to build, use and management the knowledge base is the basic problem of theknowledge base system.Ontology is an advanced knowledge representation method, which can sharecommon understanding and interoperation of the information and knowledge amongpeople or computers through describe the concept hierarchy, the relationship betweenconcepts and the properties of the concept clearly, formally and specificly. Aim at thereality and the theoretical background, this dissertation presents a model of ontologyand Jena-based Knowledge Base System(hereinafter referred to as model), whichinclude a ontology knowledge base and a Jena-based parser and reasoner. A in-depthstudy involve with construction and using of the knowledge base is conducted insubsequent chapters. Firstly, an ontology-construction method named OLC-SKEwhich combine Simple Knowledge Engineering method with Ontology Life Cycle isproposed and OWL2is adopted as ontology-formalized language. Jena RuleSyntax(JRS) is adopted as rule-formalized language. Then, according to the problemreceived from Man-machine interface, knowledge base system conduct ontologyoperation such as parsing, matching, reasoning, querying by calling the appropriateJena API and functions, then return the results to Man-machine interface for realize theprocess of problem solving or knowledge management. Secondly, this degree papertake the expressway emergency rescue plan as the object of approach-implementation,build an ontology-based knowledge base of expressway emergency rescue plan. Then,several experiments are carried out in order to verify the validity and feasibility of this model. Finally, with reference to the model, design and development a prototype ofexpressway emergency rescue plan knowledge base system.The implementation of method and the experiment show that the model proposedin this paper can facilitate the knowledge formalization, sharing and reusing, and hasconsiderable feasibility, effectiveness and universality. Prototype system test resultsshow that the ontology-based knowledge base system of emergency rescue plan cansave rescue time and promoting the rescue efficiency. Not only free the emergencyrescue staffs from complex emergency confirm and rescue plan Decision, but alsoforming the important foundation for the final realization of the digital expresswayemergency rescue plan.
