In recent years, with the high speed economic development of China, our country’s civil aviation industry has also entered a new stage. In2006, the passenger throughput of the civil aviation in China has already become one of the world’s top five. Some busy airports and airline routes have reached saturation.With the growth in the number of aircraft and airline, the airport’s operation pressure increases a lot. Obviously, the airport emergency occurs frequently. Only in the past half year, the civil aviation emergency events reached11, which is also the highest record. The CAAC has adopted CCAR-139-Ⅱ-R1according to ’The Law of the People’s Republic of China on Emergency Responses’. The file was designated as the emergency rescue operation’s guidance documents. However, in our country, the constructions of civil airport emergency rescue are still incomplete, and most of them are in the initial stage.In responding to emergency rescue, large-scale civil airports do well relatively. By contrast, Small and medium-scale airports exist many problems.First of all, this paper collected the emergency data over the past10years. With rapid development of civil aviation in China, the number of emergency is increasing fast. This paper did research on the factors which lead to emergency, and concluded the law about the rate of emergency symptom and the rate of emergency proneness per10thousand flight hours. What’s more, this paper proposed specific preventive measures.Secondly, this paper briefly introduced the emergency rescue system, related policies and regulations, emergency rescue plan and emergency organization structure. This paper also elaborated on the significance of dynamic evaluation of emergency rescue process, and analyzed the emergency rescue factors. This paper constructed the evaluation index system of emergency rescue process which transferred the evaluation from qualitative into quantitative. The mathematical model was constructed based on fuzzy comprehensive evaluation method, and then this paper made a quantitative evaluation of the airport emergency rescue process. According to the result, we could clearly find that the airport’s shortcomings in the process of emergency rescue, thus the improved suggestions were proposed. Based on above mentioned theory and analysis, this paper made the requirement analysis about system feasibility and system function. Following requirement analysis, the function modules of the airport emergency rescue system were divided. The Oracle database of system which based on Super Map Objects was designed. Finally, the airport emergency rescue system was development, as well as, the advantages and disadvantages were analyzed.
