Civil aviation of China that has basically formulated an civil aviation emergency responsemanagement system of China which takes the file “National Public Emergencies OverallEmergency Plan” as general programme,“Civil Aviation Emergency Management Provisionsof China” as guidance and “Civil Aviation Overall Plan”、”Civil Aviation Special Plan”、”CivilAviation Unit Programme” as foundation centred around the transport charactistics of civilaviation and the practical works of emergency management, which offer enterprises andinstitutions to carry out effective emergency management guarantee of system andmechanism.The kernel of emergency management is to make effective decision during emergencydisposal, and to establish rapidly an emergency scheme according to related emergency plans,which has higher value of reference and decision for decision-maker to resolve crisisappropriately and creatively. Hence, on a basis of the study of civil aviation airport emergencymanagement and emergency rescue processes, the paper introduces the idea of SemanticBusiness Process Management (SBPM) and studies the generating methond andimplementing process of civil aviation rescue scheme based on SBPM by combining with theapplication charactistics of civil aviation emergency domain ontology, the main works are asfollows:1. Presents semantic model of emergency scheme in civil aviation airport based onSBPM and constructs the emergency business process diagram of civil aviationairport on a basis of analyzing and studying the emergency management system ofcivil aviation airport, emergency rescue processes and implemented ways in-depth.2. Implements semantizaion of civil aviation emergency disposal process diagram bymeans of semantic notation and the application of civil aviation emergency domainontology, meanwhile, also give the defintion and expressing method of structuralconstraint for civil aviation aiport emergency process.3. Constructs semantic rules for emergency rescue based on SWRL, and illustrates the generating and implementing process of civil aviation airport emergency rescuescheme via Jena semantic framework and Pellet reasoner.The experimental results show that the generation method of emergency rescue schemebased on SBPM can make up for the current situation which the emergency schemes are onlymade by means of manual method and common file system, and provides a goodmethodological and application support for improving the emergency management of civilaviation airport.
