Research On The Evaluation Of University Library Under The New Environment Of Domestic Higher Education Development

The emergence and development of library evaluation activities is the inevitable result and objective requirement of the development of library undertakings.Since the1930 s when the first evaluation activities were carried out,it has gradually become an indispensable library management method.On the other hand,the changes of the environment of higher education have put forward higher requirements on the evaluation work of university library.China's higher education has ushered in new development opportunities,the talent training mode and teaching methods of colleges have changed.As an important part of colleges,the university library's service areas has been expanding,it's work has been deepened,with the methods,management tools and service content have fundamentally changed.Therefore,the university library should carry out collaborative innovation and transformation according to the needs of higher education under the new environment.It is the proper way for the sustainable development of university libraries that plan the library blueprint according to the university's own characteristics to meet the needs of higher education construction.With the changing times,the current evaluation standards and programs of university libraries have not kept pace with the trends and cannot meet the development requirements of library undertakings,which are mainly reflected in the incomplete evaluation indicators,single evaluation subjects and backward evaluation methods.The research in this paper is based on the new environment of higher education development,and it focuses on the indicators,subjects and methods involved in the evaluation of university libraries.The author draws on the research results of library evaluation indicators at home and abroad,and compares the current domestic university library evaluation index standards,on the basis of the text of the“Evaluation Index of General Higher Education Libraries”(Consultation Draft)was formulated by the University Drawing Committee in June 2003,the three modules of resource guarantee,business construction and service efficiency of university libraries are graded step by step,and the intensity of quantifying and refining the evaluation indicators is increased,in as much as possible to reduce the subjective assessment personnel implementation assessment score of uncertainty and randomness.At the same time,in order to highlight the construction needs of colleges under the new environment,the assessments have been increased in some key areas of concern;Putforward to form a diversity of evaluation subjects including evaluation experts,third-party evaluation institutions and readers;It is necessary to develop a unified evaluation software system,establish an information platform for the evaluation of university libraries,and gradually change from manual evaluation to information evaluation.
