In 2010, China Telecom Group proposed the"five ones"service initiative (one bill, one-point query, one-click access, one-stop service, one-sound alert),and higher demand for the supporting ability of IT system. Among them, the"one-point query, easy to order and cancel"has implementation difficulty. To this end, in the informationization working conference the group emphasized the importance of unified query and order of value-added service. China Telecom Group introduced"value-added service order relationship management platform"(ie VSOP ) in the CRM2.0 specification ,and made it as a focus of the information system construction.Firstly, based on the development of the value-added service in the telecom industry the thesis illustrates the importance of integrated management of value-added service; secondly, it introduces the problems in the China Telecom value-added service field and the aim of the system construction, analyses the system's position, obtains a general construction plan; thirdly, it analyses the system's scenes, designs the function modules, object modules, data modules, interface in detail; finally, it makes a summary and outlook of the system design.
