With the opening of the telecom market and the development of telecommunication technology, all kinds of telecom value-added services appear, and gradually provide telecom carriers new growth; at the same time, the value chain of value-added service has greatly changed and many problems arise. Under such circumstances, according to current problems, the article researches and designs a Partner Relationship Management (PRM) Oriented Value-added Service Management Platform.Firstly the article analyzes the status and current problems of value-added service. Through these analyses we can conclude that the reason is that the telecom carriers haven't taken sufficient management of the value-added service partners, mostly SPs and CPs. After the researches on Partner Relationship Management in enhanced Telecom Operations Map (eTOM), the article brings forward the architecture of PRM, in which the evaluation of the quality of service is the core part. Combining the model of SERVQUAL with the characteristics of value-added service, the article designs the index system of measuring quality of value-added service. In the end, in order to provide a unified value-added service management platform which can provide both unified service access/management of all kinds of value-added service and unified management and supervision of all partners, the article brings forward the PMR Oriented architecture of the Value-added Service Management Platform, and aims at the design of SP/CP management subsystem which is mostly related to PRM. After the experiments on the prototype system of the core model, we can make the conclusion that the model is feasible and practical.
