With the reform and restructuring of China’s communication industry, the market structure of China’s telecommunications industry has undergone tremendous change, under this structure, China Mobile Communications Group Sichuan Mobile Company(hereinafter referred to Sichuan Mobile) realize the customer is the core element of enterprise development and survival of innovative companies to develop and grow, improve market core competitiveness, we need to reform and development through its own mechanisms, retain former customers and attract and identify new potential customer base. Therefore, how to improve the core value system of Sichuan Mobile to enhance its economic strength to maximize growth and efficiency, To solve the problem of keeping customers and to ensure the customer service recognition, gradually become an important focus on solving the problem of Sichuan Mobile. In this market-driven environment, a novel based on the concept of information technology management-Customer Relationship Management(CRM, Customer Relationship Management) combined with data mining techniques are applied to the development of this system.CRM is the financial data warehouse technology, data mining technology and customer support management as an integrated application system. Telecom industry CRM, data mining, screening consumption data associated with the user to change the analysis and comparison and optimization models, so as to obtain the relevant statistics, the auxiliary operators make a correct and reasonable business decision-making, and optimize existing implementation of programs to ensure the rapid and healthy development of enterprises.This paper analyzes the Sichuan mobile CRM management platform, and will maintain customer relationship as the key point, through the analysis of data mining approach, using ASP technology system editor, SQL Server 2005 database technology data storage systems, using B/S architecture, achieve a CRM system operating mode that can solve practical problem. The main work is as follows: first, the paper will ensure the system normal operation of the research work as the premise, detailed description of ASP, database; second, through the understanding of the characteristics of the existing CRM system, the system’s research and development production concept, and the one one column of the operation steps and research conditions; in this premise, combined with the actual needs of Sichuan mobile, design a set of CRM management platform, which mainly analyzes the design content including: 1, system design; 2, data mining, 4; the third, the system function of the principle, and part of the testing system for the standard, so that the system is the most fair evaluation.
