Human resources management system is the outcome of the combination of the computer technology, database technology, network technology and modern human resources management theory, and it is the important component of the modern management system. With the rapid development of economic,society,and the accelerating change of government function, the people have a higher requirement to the staff's ability and quality of the party and government organs.Change the traditional concept of human resources management rapidly, improve talent management strategy, establishing scientific and effective human resource management system, improve the level in human resources management of the party and government organs', have important strategic significance for the development of a unit, a place and a country.First,the paper describes the background and significance of the human resources management system, introduces the concept of the human resources management system,research the development's present situation and the trend the domestic and foreign human resource management system, discuss the principles, methods and the development environment of system development, focus on key technologies; Then combining with practice, QianXiNa party and government organs to human resource management system are analyzed in detail, discuss the main flow of the plan and the design about the human resources management system based on the B/S structure,which is developed with PHP, for examble,the feasibility, system user demand, function requirement analysis,etc,and present the use case diagram and flow chart of the system; Third, using object-oriented method, the management system be designed generally, and it be divided into 7 subsystems:basic information management, position competition appointment and recall management, attendance management, personnel salary management, personnel training, performance appraisal, user management,etc.Simultaneously the corresponding functional modules is given in detail, then describes the e-r chart and table structure of the database design; Finally, present the the system's function interface, and summarizes and prospectes the human resources management system of QianXiNan party and government organs.
