Recently, along with the development of economic globalization, the competition between enterprises is becoming more and more intense. This kind of competition is not just confined to domestic market; is more extended to the international market. How to promote the enterprise's comprehensive competitiveness strength effectively and maintain an invincible position in international competition, which is an important issues that the enterprise must face. The enterprise's competition is actually talent competition. Attracting talents,training talents and retaining talents is related to the long-term development of enterprise. So human resource department is becoming more and more important, which has become the enterprise strategic core divisions from the original edge department. The changes of status and role of human resources department also make the human resources management mode is changed. In order to adapt to the new situation of the demand, it is a trend to use the information technology to develop effective human resource management information system.In this article we focus on the content of the human resource management based on the development of human resource information system of Yunnan South Lake Rubber Plant. The author analyses the requirements of system and the business process, and introduces some advanced management ideas to improve the unreasonable. Use the process-oriented design methods to design a human resource management System for enterprise. The functions of the system cover all of the human resource management business activities which include human resource planning job management system.performance appraisal management.compensation and benefits administration,recruitment management and training management. Managers at all levels implement various management activities and transfer management information according to their user rights. In the process of development, the technology of Microsoft Company-.NET is adopted. The development environment is Visual Studio IDE, the main development language is C#. This system make full use of the modern information technology sufficiently, through processing optimization and recycling the procedure of human resource management, which will become more high-efficient and scientific, to enhance the quality of service and the management level of human resources.
