The thesis herein originated from the Science & Technology Development Project of CNPC, the"Shiwu Plan"of CNPC addressed that Video Meeting of various human resources dept., Website and Information System of Human Resources Management etc. should be advanced to a new stage within 5 to 10 years. Information System of Human Resources Management was opened with Liaohe Oilfield dated from the nineties of the 20th century, limited in the simple DOS operating mode. During over 10 years exploiting of IT technology & extend of the operation scale, more technology could be applied in the development of Information System of Human Resources Management.This thesis introduces the holistic researching and developing process of Liaohe oilfield human resource system. It expounds form four aspects of system analyze, system design, function realization and system test. System analyze explains the ideas of design which include the system framework, system function, security, data storage, table structure and so on. Function realization explains the mainly realization project. It puts the key point on describing the staff redeployment, salary management, personnel education & training and the realization of quality controlling management. It also introduces the important applied and auto-researching technologies in the system."Information System of Human Resources Management, Liaohe Oilfield"was popularized and adapted among 4 senior dept., over 100 junior dept. and more than 700 common dept. for Liaohe Oilfield, fundamentally covering 160,000 staff of Liaohe Oilfield and provides prompt and precise human resources information. The system also implemented data synchronous & share between junior and senior dept. The development and application of the System enhanced the efficiency of the human resources dept., reduced the business cost, promoted the labor productivity of Liaohe Oilfield and filled in a gap of the petroleum-industry-scale management as well.
