Since the Gulf War, the public opinion warfare has played a more andmore important role in the war of informationization. During the war, themedia has become a direct tool, and the public opinion has become a sharpoperational method. Therefore the public opinion warfare has alreadybecome an indispensable element in the war of informationization. Theresearch on raising university media talents under the background ofpublic opinion warfare is for the purpose of bringing this raising programinto the system of the public opinion warfare, strengthening theconstruction of the public opinion warfare corps in our country, as well asproviding the beneficial reference for universities to develop the nationaldefense education for students and raise talents.In this paper, the urgency, necessity and feasibility of cultivatingmedia talents are discussed on the background of public opinion warfare,by means of documentary searching, synthetically analyzing andcompetitive researching. This paper includes four chapters as follows: inchapter two, we classify the media talents into three kinds based on theconsiderate analysis on the features and functions of the public opinionwarfare. The first kind is the managerial talents who have the abilities ofplanning, regulating and operating. The second kind is the professionaltalents that can collect and direct materials, photography and transmit. Thelast kind is the technical talents who can do the job of research anddevelopment, monitoring and defending. Thus this classificationenormously enriches the both the connotation and the extension ofdefinition on the media talents.In chapter three, through comparing the current condition of raisingthe media talents in China and in foreign countries, some insufficienciesexiting in the media education in China are analyzed, such as: curriculumbackwardness, unitary knowledge structure of the students, weak qualitiesof teachers, low interest in learning of the students, shortage of hardwarein schools, little later period training, shortage of multi-skill media talents, unitary raising method, and shortage of talents in public opinion warfare.At the end, this paper proposed three specific plans to raise the mediatalents in our country. Firstly, the integrity of education of national defenseshould be emphasized, and both the national defense consciousness andskill education and medium quality education should be enhanced.Secondly, it is important to give prominence to the scientific nature ofraising plan, strengthen the directive feature of theory research, thesystematic feature of curriculum, the rationality of the structure of facultyand the definitive feature of raising target. Thirdly, in order to achievecooperation raise between college and media, China and foreign country,the army and the local, the diversity of raising channel should be stressed.In chapter four, three creative items are proposed. The first one isintegrating the raise of media talents in university. The second one isclassifying the media talents under the background of the public opinionwarfare, which enriched the both the connotation and the extension ofdefinition on the media talents. The third one is proposing detailed plansfor raising media talents on the background of public opinion warfare inour country.
