Research Quality Management In The Process Of ZZLH Refinery Project Construction

As the demand for national energy expands unceasingly, the scale of refinery project thereupon enlarges unceasingly, the duration of the project construction extends unceasingly, construction environment becomes complicated. Additionally, the participation unit is numerous, new technologies and new materials are applied in the project construction unceasingly, and refinery plant is characterized by high temperature, high pressure, flammability, explosiveness, huge risk in safe operation etc., so quality management is very important in the process of refinery project construction. However, quality management mode normally used in the refinery project construction in China is still relatively backward, it is very hard to adapt to the quality requirements for the refinery project construction. As quality problem and potential quality hazard brought during the project construction exposes continuously during the period of plant start-up, and it has a great influence on long-term safe operation of the refinery plant, it is quite significant theoretically and practically to have an in-depth study on quality management in the process of refinery project construction.In this paper the interrelations among such important organizations participating in quality management in the process of the project construction as the customer (client), EPC general contractor, engineering, procurement and construction, supervision, the thirty party testing etc. are investigated and studied in a systematic way, through the related theory knowledge about total quality management, finding out such problems as an imperfect system, unclear responsibility and relax process control existing in the aspects of its organization system, management system and responsibility and quality control in the process of construction.The main problems existing in quality management in the process of ZZLH refinery project construction in the aspects of the benefit for each participation party, the impact from external environment, the depth of management from the client and the project information management are analyzed and summed up from the viewpoints of open characteristics of project management and inadequate depth of management from the client and by using such methods as classification analysis method and contrastive analysis method. To solve these problems, this paper presents such countermeasures as strengthening the objective of the project quality control, defining the responsibilities of the project quality management, perfecting the project quality management system, strengthening the quality control from each contractor in the process of the project construction and establishing the main position of the client. Meanwhile, some protective measures such as strengthening the quality consciousness education for participating personnel, organizing to execute QC group activity and carrying out Kanban quality system etc. are put forward.In this paper quality management problems existing in the whole process of refinery project construction during the whole period are deeply analyzed and studied in accordance with the idea of total quality management rather than the old idea of separate management in phase, and all-round systematic methods are put forward, effectively assuring the total quality of ZZLH refinery project construction..
