With the reduction of inland and international pipe market share,the true "winter" has already arrived for the pipe companies.From January,2015 to November,2015,the inland cumulative production of seamless pipe is 25837000 tons,which is 7.96%reduction over the same period of the previous year;export volume is 4194500 tons,which is 12.33%reduction over the same period of the previous year.Under the condition that inland market share is unable to increase,for survival and development,pipe companies "go out",to seek more international business chance and international market share occupancy is more and more important.Although TianDe Company is provided with worldwide first-rate seamless pipe manufactory,however,the production base is only distributed within China.Compared with other worldwide first-rate companies,TianDe is far away from the international market and client,the expanding,occupancy and control of the international market is pretty weaken than other companies.For the tax avoidance and pursue the profit of North America new development strategy must be made,which means all technological process pipe making plant should be constructed and local operating must be done.This paper chooses the optimization research of project management in TianDe America Company as a research priority.Firstly,the paper outlined the background,described the research object,analyze the research methods,identify and build a line of research framework of the article as a whole.Secondly under the base of comparing with the international metallurgy project case,analyze all kinds of element of project management.Thirdly this paper analyses the overall process of carrying out of TianDe Company and its management system and structure,furthermore,find the problems during the project management and propose the optimization scheme on it.Through the optimization research analysis of this paper,we could get two outcomes as follow:First,provide one scheme which is fitful and completive for large scale metallurgy project and use for reference of building all technological process pipe making plant.Second,provide constructive advice on other inland metallurgy project which could improve the management level.We hope this optimization research analysis could have realistic effectiveness on construction projects in progress and upcoming in our country and international.
