In recent years, with the development of the petrochemical industry, the scale of the construction project is increasing. Petrochemical projects with large investment, long cycle, complex process, equipment and more features, the project construction management more difficult, demanding, risks and more. Any risks arising from the construction of the project, the project may have been interrupted or stopped, ended with a huge loss. At the same time, in order to enable enterprises in the increasingly competitive survival and development of the oil refining industry, the construction cost control of the enterprise is fundamentally important. The refinery project management has been brought into the project implementation process, causing widespread concern of many refining and chemical engineering.In this paper, the basic theory of risk management are applied to Qing Yang petrochemical refinery upgrade project of 6-million-ton, for example, refinery upgrade project risks were identified, and then apply the analytic hierarchy process and fuzzy comprehensive evaluation of the project the overall risk evaluation, risk level of the project results, and concludes with a risk response strategies and monitoring of the project, in order to reduce the level of project risk and project decision-making reference for the project leader.This article will risk management theory and methods applied to the refinery upgrade project of management, combined with concrete examples and the project risk identification. In the risk identification process, the main application of the work breakdown structure and brainstorming for analysis identified the main risks identified projects exist; in risk analysis and evaluation process, the establishment of the project risk evaluation index system, and applying analytical hierarchy process and fuzzy comprehensive combination evaluation, a comprehensive risk assessment of the project, while the right project based on various risk factors of weight, risk factors for each ranking. In the risk response process, each project presents the risk factors specific response measures, and builds a project risk monitoring system.Based on the refinery upgrade project risk identification and assessment, the overall risk of the project belong to the middle level, so our project managers provide the correct treatment and handling of risk thinking approach to take measures to deal with the risk manager for the project and provide a basis to promote the smooth implementation of the project and improve the quality of project development and success rate.
