PetroChina Jilin Petrochemical Company is a petrochemical production base built during the national"First Five Year Plan". Over 50 years'development, the Company has stepped onto the 5th development phase. Constructing the 1000 KMTA Oil Refinery Project and the 100 KMTA Ethylene Project is an important development strategy of"Eleventh Five Year Plan and Twelfth Five Year Plan"of the Company. Moreover, the 1000 KMTA Oil Refinery Project is of significance for implementing strategy of oil refining and chemical integration, realizing internationalized operation and environmental protection in Jilin Petrochemical Company.The 1000 KMTA Oil Refinery Project of Jilin Petrochemical Company consists of 5 sets of production plant, such as the 6000 KMTA Atmospheric and Vacuum Distillation Plant, the 1400KMTA Catalytic Cracking Plant, the 1600KMTA Diesel Hydro-treating Plant, the 1200 KMTA Catalytic Gasoline Hydrodesulfurization Plant, the 20KMTA Sulfur Recovery Plant and one auxiliary facility as well as two sets of utility facilities. Quality control of the 1000 KMTA Oil Refinery Project is a systematic engineering management process which is multi departments involved, multi-linked, complicated and mutable. Therefore, Jilin Petrochemical Company carries out matrix management mode taking project manager as core as for the 1000 KMTA Oil Refinery Project. Under unified leadership of the project construction headquarters and responsible system of project manager and sub-project manager in the Company, the management has been carried out for the whole process of project construction. Furthermore, management function of planning, organization, coordination and supervision is exerted.In project construction, Jilin Petrochemical Company has highly attached importance to the quality of project construction for many years, possessed complete quality control foundation, set up and operated the quality assurance system, and carried out the whole process of quality control management. But there have been some problems on quality control. As for 1000 KMTA Oil Refinery Project, we have carefully analyzed employees, machines, materials, method and environment, and searched for the influence factors on quality control and put forward the critical factor which is employee factor. Thus, in project construction, the project management team must be well built to raise the quality control level of the whole project process by means of people controlling and managing multi links of project. This paper studies the comprehensive control of project quality control preparation, the quality control during the project construction as well as quality and progress target, put forward the questions which should be paid a attention to during the project implementation of the 1000 KMTA Oil Refinery Project and solutions.As to the relation between team building and quality control of project, we have focused on study of project team building, fostered the quality consciousness of project team, established the comprehensive quality guarantee system and brought forward which project team should do two focus of work ahead of schedule. Through research, the author believes: (1) It is key for project team construction to select project manager and team members, construct the regulations taking the responsibility system as core and establish the performance management system which takes the incentive mechanism as core, which is of relativity to quality control.(2) Fostering the quality consciousness of project team is substantially to train team culture, which is the important base to achieve the project quality goal. That is to say team culture will shape team, which results in project construction. (3) It isn't a lot enough to establish the quality guarantee system in the project construction unit. We must assure the comprehensiveness and completeness of quality control system for all construction units to take part in the project. (4)Quality control plan is to put quality control into practice and incorporate focusing on precautions; Quality plan shall begin with drawing up quality guidelines and quality target; Because of features such as large investment, many single projects, enormous construction load of 1000 KMTA Oil Refinery Project, the project quality plan shall be conducted according to overall plan and single project plan. Each enterprise taking part in the project implementation shall set up the warranty plan for fulfilling quality plan.(5)Project Manager Department shall carried out the project design handover, construction technology handover and quality training activities prior to construction, this is the step which has to be taken for implementing design objective, reaching stipulated design quality.On the quality control of during the project construction period, the writer has studied the two procedures involved in the quality control process for the 1000 KMTA oil refining project. First of all based on the idea that project quality is created through the process of construction rather than depending on the final stage inspection and the policy of quality first and precaution shall be dominant the quality control process of 1000 KMTA oil refining project is arranged according to different units of quality control responsible. Secondly, each and every project is composed of different sections and quality of the project units shall be guaranteed by the quality of their composing sections and parts. The process is such that the whole project quality is guaranteed by its unit quality. The two processes form four cycles of PDCA which guarantees the project quality. The writer mainly analyses the content and task by way of systematic control which falls in the 6 aspects of project resources deployment, 4 factors which vary easily during construction period as well as the 3 major work of final quality control. The writer concluded that if unit quality control shall be the basis for project construction quality control. With the analysis and study of unit process quality control the writer recommended keenly on the management skills of the unit process quality control points.The thesis also studies on the integrated control on the project quality target and progress target. Quality and progress are the opposite and uniform contradiction, and two aspects of contradiction. We must deal with the relation of the two aspects well. In the thesis, we put forward the 6 principles to balance quality control and schedule : integrated principle, comprehensive principle, optimal principle, feasible principle, benefit principle and quality first principle. We also put forward the balance methods on the target system of quality and schedule for 1000 KMTA Oil Refinery Project of Jilin Petrochemical Company: first, confirming the project target system. secondly, distributing resource dynamically and proportionately. thirdly, carrying out the integrating application for technology and management innovatively. fourthly, coordinating the inspiring and restriction. at last, resolving the confliction in the construction exactly.The thesis is based on quality management theory in existence in China and combines Jilin Petrochemical Company's quality experience in the project construction, which bring forward theoretical reference on 1000 KMTA Oil Refinery Project of Jilin Petrochemical Company and is mirror significance for other great petrochemical projects'construction.
