The construction schedule and control of the projects have always been a common concern issue of the owner. Planning, obtaining approval, design, construction and hand over for operation of the new projects will go through several stages. It consumes a lot of manpower, money and material. In fact, because the projects will go through many stages, involves a lot of things and there are many impact factors, the schedule of the project construction is very difficult to control.The refinery revamp project of Sinopec Guangzhou Branch included building 6 new process units, upgrading 7 process units and building relevant oil product storage and transportation facilities as well as utilities. Total investment was more than 4 billion yuan. It was required that this project should start construction in August 2004 and should be completed in July 2006 as per the construction schedule. The construction period was only 23 months.This thesis lists in detail all kinds of work for design, procurement and construction by using the principle and method of the schedule of the project. Time limit analysis and logical analysis were done. The continous time of each activity was evaluated according to the comments of the experts and investigation of similar project.,and the six time parameters—Earliest Start Time(ES),Earliest Finish Time(EF),Latest Finish Time(LF),Latest Start Time(LS),Total Float Time(TF),Free Float Time(FF)—were calculated.Managed by the Arrow Digramming Method and the Program Evaluation and Review Technique ,we can got the time limit and the critical path for the project in the network digram.When the difference exists between the calculated and the demanded time limits,abridging the time of the critical activities were permitted.Milestones and targets for each unit were marked. An overall project control schedule was made by network planning technology.
