With China's accession to the WTO,foreign capitals have entered the domestic market. In the way of energy investment, foreign companies have made good use of their capitals, technologies and economy of scale, the entry into petrochemical fields was accelerated. The study is based on theories of modern project management and characteristics of petrochemical project,put forward this project investment and venture management.This article analyzed development situation of domestic and overseas petrochemical projects, long-term and stable crude oil sources and the big gap of petroleum products in Guangdong, in order to make good use of relatively bargain-priced crude oil as well as to promise the quality of petroleum products, all of these could provide conditions for enterprise's refinery processing project revamped and expanded.The author chose one enterprise in this petrochemical industry as an example, used qualitative and quantitative ways to analyze systematically in this article, in order to find out the necessity, economical scale, outside opportunities and threatens, inside advantages and disadvantages of refinery processing project revamped and expanded. Give suggestions in ways of project risk analysis, risk evaluation and aversion, and the evaluations on avoid methods for wasted water, exhausted gases, solid waste, noises and so on produced from the project.The article applied theories of economic engineering science into financial evaluation, discussed the estimation of total production cost, sales income, taxes, profit and so on in these two pricing structure, analyzed enterprise's profitability, financial solvency and etc, then resulted on that project's main economical index could reach and even pass the basic values of the petrochemical industry.
