Statistics show that 95% of the enterprises in U.S.A. are small and medium-sized enterprises, of which 85% are small enterprises with fewer than 20 employees. In Canada, small and medium-sized enterprises account for 97%. In Japan, the figure is as high as 99.5%. While in China 95.2% small and medium-sized enterprises, accounting for 48.5% in total national enterprise assets, create 69.7% jobs. The small and medium-sized enterprises are playing a more and more important role in our country's economic development.Large-sized enterprises are often able to afford the cost and manpower for setting up their own competitive intelligence functions. But for small and medium-sized enterprises, often short of fund and personnel, it's almost impossible to establish their own ones. So it is one of the important issues we should study at present that how the consultation organizations seize the opportunity, offer high-quality competitive intelligence service for small and medium-sized enterprises, make them "know yourself as well as the enemy, fight a hundred battles with no danger of defeat", reduce mistakes in decision-making, maintain their competitive advantage, and survive the fierce market competition.The author of this paper has carried out a questionnaire about the status in competitive intelligence in small and medium-sized enterprises in China, including competitive intelligence behavior, competitive intelligence demand, competitive intelligence consultation feedback efficiency and the acceptable cost for buying intelligence. On the basis of the investigation, the author analyzes in this paper some characteristics in competitive intelligence demand of small and medium-sized enterprises in China, finds out problems, compares the content and method of competitive intelligence consultation organizations in some foreign countries, makes some suggestions about launching the intelligence work inside enterprises, as well as how the intelligence consultation organizations should offer competitive intelligence service for small and medium-sized enterprises in China.
