Small and medium-sized enterprises(SMEs(1))play an irreplaceable role in ensuring social functioning and promoting social development.Throughout the world,whether the market economy has been very mature in developed countries,or in the development of institutional transition,SMEs are the key pillars of economic development.However,it should be noted that China's SMEs are difficult to develop in many difficulties and constraints.If we can establish a stable communication and coordination mechanism,not only to maximize the effect of the policy,but also timely and accurate communication problems.Through this mechanism to relieve all kinds of constraints and resolve all kinds of difficulties,it is of great significance to ensure full employment,stable economic operation and market competition.This mechanism helps to enhance the function of the government and its departments as effective for SMEs and other market player,and has important theoretical significance and practical significance for the development of environmental optimization of SMEs and other market players.SMEs "Consulting system" is a management consulting activity for SMEs.This kind of service is a kind of mechanism,and the operating performance of this mechanism has a direct impact on the development of SMEs.This kind of service is also a kind of system,which is a kind of system which is mainly embodied by the government or social organization.Therefore,the government's consulting system about SMEs is a kind of public goods,which is non exclusive and non competitive.Our government's policy of helping SMEs is still fragmented,helping the system is not perfect and medium-sized enterprises is also insufficient,China has a lot of space to improve the performance of SMEs.If China establishes and has its own professional SMEs consulting team,through the regular consulting mechanism to help the diagnosis,analysis and solve the problems in the development of SMEs,this will be conducive to the development of SMEs.Japan's SMEs consulting system is a very important part of its assistance system,fully penetrated into all aspects of economic development and social sectors.The system has achieved remarkable success in the implementation of government policies and corporate performance,and it has attracted much attention and followed by many countries.However,China's research on this system is very few,this field is the vacancy of China's economic circles.In view of the key role that this system plays in promoting the development of SMEs,it is necessary to make a comprehensive,thorough and detailed study of the system.Japan's SMEs consulting system is very worthy of our study.Fully excavate the main elements of Japan's SMEs consulting system,will improve the performance of China's SMEs and bring a lot of inspiration.The core content of this paper is about Japan's SMEs consulting system.Based on the introduction of the background and significance of the research,this paper reviews the literature,expounds the research contents and methods,as well as innovation and shortcomings.Then,from the perspective of economics,this research analyzes the theory of Japan's SMEs consulting system,and points out its theoretical foundation,including the theory of public goods,small and medium-sized enterprise theory and the theory of government intervention in the economy.At the same time,from the perspective of the new institutional economics and the relationship between the government and the market,this paper explains the economic meaning of the system.This paper makes a comprehensive analysis of Japan's SMEs consulting system's seven components,such as the background,development process,the institutional framework,principles,procedures,contents and performance evaluation.In particular,in the analysis of the performance evaluation,this research gives a large amount of data and consulting cases.It proves that the system is complete,strict and high performance.Finally,combined with China's problems of the SME's consulting system,this paper put forwards four constructive suggestions,including improve the legal system,strengthen the service function of the government to the SMEs,establish the system of performance evaluation system and improve the performance of the mechanism,fully tap the function of information network platform.This paper points out the direction for the development of the SMEs consulting system in China,and puts forward some suggestions for the establishment of a perfect communication mechanism between government and enterprises.
