Competitive Intelligence (CI) emerges as a management tool in the 1980s in order to adapt to market competition and gain competitive advantage in the modern information-intensive society, which is being paid more and more attention by the enterprises. Under the background of knowledge economy and information era, information management and competitive intelligence become inevitable issues to small and medium-sized enterprises. From the perspective of that the reform and development of small and medium-sized enterprises is the key to keep national economy increasing and maintain the society stable, it's important to solve the application problems of competitive intelligence in small and medium-sized enterprises. Settlement of these problems is helpful for facilitating improvement and reform in internal mechanism and external environment of small and medium-sized enterprises, satisfying small and medium-sized enterprises' demands for information, and invigorating small and medium-sized enterprises. It becomes key issue related closely to development of small and medium-sized enterprises, and even development of national economy. On the other hand, ability of acquiring and managing competitive intelligence is of undoubtedly importance for small and medium-sized enterprises to improve its competence in knowledge-based economy and information era. Therefore, it's practice meaning to provide a set of theories and solutions to keep national economy increasing effectively and maintain the society stable.Based on theories of bounded rationality in behaviouristics and information asymmetry in information economics, the paper analyzes functional mechanism of competitive intelligence systematically. In the meantime, it emphasizes the importance of competitive intelligence to small and medium-sized enterprises in terms of the actual situation of internal and external environment of small and medium-sized enterprises. This paper also verifies from theory and practice that it's inevitable for small and medium-sized enterprises to launch the competitive intelligence with the evolvement of social and economy.The paper employs the investigation method to investigate 126 small and medium-sized enterprises of different ownership and from different industries.
