Super-hard material as an emerging field, it is difficult for small and medium enterprises to snatch market share. Competitive intelligence as a powerful tool, it analyses internal and external environment of the enterprises. In particular, small and medium-sized enterprises which focus on science and technology field, have a relatively high requirement to master the core technology frontier in the field and gradually establish a competitive intelligence agency is an inevitable choice. In this article, we use case analysis method and questionnaire method to investigate typical cases of competitive intelligence and reflect deficiencies in the application process. Basing on principal- agent theory, combined with the economic strength of enterprises, we put forward feasible measures. Small and medium-sized enterprises aware of the strategic significance of competitive intelligence, carry out intelligence work as soon as possible to discover potential opportunities, develop a new way of specializing in the weak link in large enterprises, conduct deep processing of products, and thus go small and fine development road.The paper discusses the present situation of typical cases, uses competitive environment analytical method analyses the internal and external environment of the firm and thus find problems in the application process. According to the specific problems which produce in the process of competitive intelligence application and basing on the principal-agent theory, this paper puts forward government how to give full play to the strength of various social institutions to improve small and medium-sized enterprises level of competitive intelligence, in order to enrich further study of competitive intelligence in theory and promote the development of the company in the actual work.
