Being the basis of Television media industry, the theorical and pratical research of Television industry has became an important task. We face the problems including how to develop Television content industry and keep their competitive advantages. In the paper, we try to research on the formation of Television Core Competitiveness.As the industial standard of the Television Produing Corporations, Television content industry engage to provide television content to the consumers. And the performances of Television Content Industry Core Competitives are maily about the products and their operating systems. The forming process of the Television Content Industry Core Competitiveness is an ongoing one.At last, the Core Competitiveness ultimately embody in program services. In the paper, we analyse the Television Content Industry in the whole competitive market. Furthermore, we try to find out the forming mechanism of the Television Content Industry Core Competitiveness through analysing the formation motive and condition, the present situation, the forming factors and the forming process of the Television Content Industry Core Competitiveness.We believe that there are internal and external reasons which cause the formation of China's Television Content Industry Core Competitiveness. And the development(qualities and quantities) of China's Television Content is far from optimistic. We intend to find out the promoting factors including the internal fators of human resourcess,organization management and content products and external factors of technology,economy and policy and avoid the outside threatenness build the Core system.The sources of the Core Competitiveness are the technology and their novination,the integrating abilities of core business and the nutrition of the core talents. Exploring the core competitiveness resources,integrating abilities of core business and the exploring and extending core products comprise the there steps of the development. Through analysing all of the factors, we try to differ the advantages and getting their mutual influences of the forming mechanism including technology-oriented,management-oriented and cultural-oriented to form the Television Comtent Industry Core Competitiveness.
