As China's economic development, the work of urban planning and building become more important and The water supply network also becomes the lifeline of urban life. In order to achieve effective management of the water supply network, this paper explored the technology of combination of.NET and ArcGIS Server to establish an urban water supply information system. This system made the information of water supply network network and achieved the effective integration and shareing of data resources, providing a convenient platform for the city dwellers to obtain relevant information.Framework and content of this paper is as follows:1) Explored a way that design an urban water supply network system based on the ArcGIS Server platform under the environment of certain city to combine the two technology metioned above through the study on the urban water supply network system and the WebGIS technology, whose contents include the current status of development in internal and external of the nation, the way and step of design, and the implementation process.2) Did the Furthe study on the theory system and development technology of ArcGIS Server, and introduced the overall architechture of the system, then constructed the development model that fit the real situation. using the multi-layer B/S development model in the urban water supply network system, it made the ArcGIS Server as the development component, combined with the Microsoft new development tools---Vistual Studio.Net 2008, to do the development using the ASP.NET technology. Applying the data visualization technology based on the Microsoft Silverlight expression layer technology, it achieved a series of interfaces of online digital map in the urban water supply network system, making the interactivity of user page more power and richer.3) This paper focused on the network analysis function of WebGIS, then analysised the advantages and disadvantages of current Dijkstra algorithm which finds the shortest path of two point. To against the problem exists in the finding optimal process in Dijkstra algorithm, this paper proposed a improved finding shortest path algorithm combining the separate Niche adaptive algorithm and genetic algorithm, which needs to design the adaptive cross-function and adaptive mutation functions to adaptively adjust the strategy of cross rate and mutation rate to overcome the disadvantages the simple genetic algorithm has that easy to become local minimum or premature convergence, which made the efficiency, precision and stability of the algorithm better. The experiments proved that the improved genetic algorithm was obvious better in finding the shortest path in the urban water supply network.4) This paper researched to develop a urban water supply information system based on the ArcGIS Server, then complete the system overall architechture, the system web model, the urban water supply information system space, the setup of property databases and the design of functional module. The client-side subsystem achieved the online electronic map, then the staff can use the web browser to operate the map, search the urban water supply information and use other related base function of GIS.
