In urban flood control system, rainfall information is an important basis for city flood control and urban flood control decision-making, rainfall information in the lack of accurate and timely, which is difficult to analyze correctly and judge objectively the urban flood situation, also difficult to make the right decisions and rational development of flood control measures. In recent years, with the economy by leaps in Jinan, the city is also rapidly expanding, while the urban expansion, the variety of conditions exacerbate the magnitude and frequency of heavy rain flood of Jinan city. The current flood control system in rain conditions of monitoring, analysis and dissemination can not meet the requirements of rapid development of Jinan city, so it is need to strengthen the research on the rain, and to further improve the related information of the flood control system.WebGIS is the combinated products of GIS and network and a effectively tools to manage data and analysis. It is used more and more widely, through the research of Jinan rainfall information, build system support technology and analyze the process of R&D, which determine the appropriate system platform, network structure and so on. Taking the ArcGIS Server as development platform, using the Visual C# development language and ASP.NET technology to develop system.Paper consists, of five chapters. The first chapter is an introduction, describing the significance of the paper background and the current domestic and international research in the status of rainfall, also introduces the characteristics of WebGIS, current situation and development trend. The second chapter is a thorough analysis of system development platform of ArcGIS Server, a detailed study of the ArcGIS Server architecture, the server object management and development. Chapterâ…¢is based on ArcGIS Server to design rainfall in Jinan city, which describes the system design, database design, and in-depth research the logical structure and the process of establishing of the Storm and Flood simulation model. The forth chapter introduces the key technologies to implement system, such as the system partial refresh, Storm and Flood simulation model integration, and shows the main functions of the system implementation. Chapterâ…¤is a summary of the full text and made the inadequacies of the system and the system further research.The main results of paper are based on ArcGIS Server to research the rainfall information of Jinan city, design and develop rainfall WebGIS system of Jinan city, solves the problem of rainfall monitoring, analysis and dissemination of non-timely issue, realize the data of update timely, unified management and information dissemination.
