Abstract:The vigorous development of the computer network technology and the construction of information superhighway, are promoting the GIS to system interoperability and intelligent, platform network, application socialization and other aspects. WebGIS is the integration product of network technology and technology, and it produces has promote the popularization and application of GIS in many areas.However, due to the limitation of the traditional WebGIS, such as system performance and interaction ability is poorer, scalability is not strong, the richness of geospatial information expression is weak, and update mode is single, which are difficult to meet the demand of the development of WebGIS system. With the launch of RIA (Rich Internet Applications) technology, which injects new vitality for the development of WebGIS.It has a desktop application and Web application functionality and features, and well overcome the shortcomings of traditional WebGIS. Most importantly, it is a good combination of a variety of widely used GIS services hosted by ArcGIS Server, making WebGIS system based RIA development become a research hotspot. This article relies on "natural process of carbon emissions data public platform" project, through the WebGIS technical framework based on the Silverlight RIA and the ArcGIS Server, discusses the new generation WebGIS development of integrated technologies and implementation methods. This paper analyzes the WebGIS technology development and application status at home and abroad as well as the dynamic study of carbon emission estimates, decided to adopt Silverlight combining ArcGIS Server to carry out the research work of the system, and use the amount of greenhouse gases escaping model during energy development provided by IPCC to estimate carbon emissions.In the paper,it discourse a variety of WebGIS technology,the design of non-spatial and spatial databases,carbon emissions estimation model,the design of system architecture, the system implementation and deployment. The system using MVVM architecture to built Silverlight client and through the WCF RIA Service access to the system database; using the ArcGIS Server as the GIS Server to publish various GIS services. Silverlight client utilize ArcGIS API for Silverlight to realize calls to GIS data and services, and achieve a dynamic network data query, retrieval, statistical analysis and spatial network map data display, spatial analysis, thematic map production and other functions.Studies have shown that, based on the Silverlight technology and ArcGIS Server platform build WebGIS system, not only solved the geospatial data release and management, fast and efficient for the development of the system function. At the same time, its system has richer interface elements, faster response speed, much more improvements than the traditional WebGIS application in the aspects animation, graphics, and multimedia integration, which meet the user’s requirements on the system high interactivity and response time, improve the performance of WebGIS system and incarnate the superiority of the development of WebGIS system based on Silverlight technology.
