The Water Regulation and Monitoring System is one of the core applicationsubsystems in the Heihe Water Regulation and Management System. For the specialnature of water allocation management business, the Geographic Information System(GIS) is an indispensable part of the Heihe Water Regulation and Management System.It designs and implements a high-performance water regulation WebGIS applicationplatform on the basis of analysis of the system functional requirements. Using theArcIMS technology, a unified WebGIS portal application platform is built for theoperations of the Heihe water regulation and management system. An experimentalonline editing platform of the water regulation is built with the AcrGIS Servertechnology, which can achieve the Web-based online editor, query statistics, anddynamic publishing for the water regulation electronic map. The application shows thatthe feasibility and effectiveness of the platform meets the design requirements.
