As advances in the Internet technology development, more functions of GIS have been evolved to take advantage of the development, resulting in great prosperity of the application of WebGIS. Since the WebGIS is based on network platform, it has changed the traditional GIS running mode, and it is no more the apparatuses for only professional persons. By means of the advances in the network, WebGIS has many advantages over traditional GIS, therefore, it will become the developing target and tendency for GIS.This paper focus on the investigation of multilayer WebGIS, which combines GIS theories with WebGIS technology, and has developed a new WebGIS mode of MVC design pattern, which is based on JSF and ArcGIS Server techniques. The software of the WebGIS mode is the subsystem of the Forest Disaster Expert System-Forest Disaster WebGIS.First, the paper introduces the development state of WebGIS in domestic and overseas, its implements methods and technology feature, and gives a WebGIS mode of MVC design pattern that separates the GIS business from common business, so as it will show the basic idea of MVC pattern. Then, the paper investigates the system's WebGIS platform-ArcGIS Server deeply, and discusses its composition, architecture and running principles, and then, the paper expands on the system's framework and system realization. Based on J2EE platform Enterprise Edition technique, the system's architecture is designed as layered structure, using standard JSF and Java ADF o develop the system. Spatial database adopts Oracle 10g as data storage, which in turn use spatial data engine ArcSDE as the middleware and ArcCatalog to manage it. The system is maintainable and extendable and can be conveniently realized to reuse and assembly of software components, and therefore, enhance the maintainability, the security and the extension of the system, and speed up the development and reduce the development risk.According to the characteristic of the Dendrolimus Pinidiatrea and the actual task of the forestry professionals, the system offers the functions of spatial querying, spatial analysising, data editing, forecast prediction and so on in the B/S environment, which offer visualization of geographic service, such as occurrence circs, spread trend to users. Such that the users can take rational prevention measure and cures method in time. The research has developed several high performance and universal WebGIS modules to implement the digital managing of the spatial data, especially it carries out the spatial data editing creatively, so as to ensure the accuracy of the insect diseases forecast. This paper offers a solution for disease forecast prediction and management of forest resource. It can provide scientific basis for forestry departments' decision-making.
