With the gradual deepening of education informatization, more and more for the education information management platform is required, in order to integrate educational information resources, achieve the resources sharing, make Web site be characteristic, and enhance the efficiency. Kuiwen District Education Information Management System based on the practice of regional education, using advanced design concepts and technology development to establish a set of regional education-oriented integrated management information system related to educational inforamtion resource usage. It effectively established a unified information management platform which aggregated content management information and integrated heterogenity Web site function, in order to enhance regional educational information resources efficiency.The system platform uses the idea of site clustering, designed with unified modeling language and modularization, making requirement analysis and systemetical design for business relating to educational information resources sharing and integration, pointing to characteristics of system and educational information resources, using the B/S framework, using J2EE as the multi-layer software functional architecture, using Java as the programming language, based MYSQL database, and achieved the efficient sharing of educational information resources, and unified management.This paper analyzes the system development background and educational information resources management at home and abroad, in order to improve educational information technology efficiency, promoting information sharing and integrating service function as systemetical requirement and systemetical design target, detailing the requirement, and describing typical cases particularly. In the outline design, it introduced the systemetical multi-layer software architecture and systemetical functional architecture of site clustering and systemetrical modularize design. In the detailed design process, a detailed design is made which gives system modules including site clustering in site group management, information sharing in content management, point-login-integrate-system fuction, educational region's communication activity, etc. The difficulties and details about educational information management platform were analyzed and discussed.The system is in use now, and have good reflection of the site integration and resource sharing. It improved the application efficiency of educational information resources and promoted the uniform management and effective use of the information resources.
