Information and technology is of critical importance in the changing world of agriculture. The rapid global information technology revolution has tremendously impetus on the techniques of information access, availability and management. Information communication and network technologies have made the virtue library come into a reality. Recent progress in the development of telecommunications around the world has made it possible to deliver information to any location with network connectivity. Remoteness by no means implies lack of access of information. As IT is the key impetus for the development of the country?s economy, Chinese Government has taken some strong measures to strengthen the information infrastructure, and enhance the ability of access and availability to the agricultural information resources in and outside China.The construction of information high ?way has been implementing on a certain scale in China. Large resources of Library and Information Centers( LICs) have been connected with local or national networks. it is critical that the agricultural information community prepare itself to utilize these technologies for providing electronically ?based information services. The advent and rapid growth of IT and computerized illustrations along with hypertext capabilities will create new information resources in libraries and on networks that will attract new users.In such an interactive situation, it is critical for national and provincial LlCs to work together to meet the challenges and to help our users getting the right information they need at the right time. However, China抯 agricultural information sector is facing severe problems of insufficient information resources, lack of financial assistance, lack of planned coordination and management in its macrn information resource building, and the scattered database constructions using different formats make the information resource sharing to be more difficult.The technology of networking has already existed, but there is still much to do to make a community electronic information infrastructure a reality in the nation~ s cities and provinces. What is necessary is collaboration on a grand scale. The traditional idea ofxpreparing materials for 搄ust in use?should be changed to 搄ust in time?in order to meet both requirements of finance and effective use of information of the community.For such reasons, a research on a national agricultural information resource management system under the network environment is recommended accordingly.The author chose a systematic and descriptive approaches as well as management techniques in the research with the knowledge that the results of the research may form the basis of future development of national agricultural information resource management subsystern in China抯 agricultural research information system (ARIS). The Chinese Agricultural Science and technology Network (CASTNET), supported by the government, will be network platform for the ARTS system.Challenges to current generation of librarians are to seamlessly knit together a multiplicity of formats and access mechanism into one intellectually cohesion, user ?friendly set of information resources and services. To meet the challenges and solve the mentioned problems and increase the sustainable development of Chinese agriculture, the author has done a lot in investigation and survey in various aspects of present Chinese agricultural information system and recommended the following new information system model and suggestions for the designed system:1.
