Employees are the core compretitiveness of the enterprise development. Enhancing the quality and releasing the vitality of the employees have become the fundemental driving force for the enterprise development .The "Liaoning Youth"press, as will be fully into the enterprise management,faces the tide of a public institution reform. Exploring the development needs in line with the employees incentive has become a majoy content of enterprise management for the "Liaoning Youth" press.The author combined with research results and literatures on the incentive from home and abroad,and used the incentive theory on the human resource management science and economic science to solve the existing incentive mechanism problems of "Liaoning Youth" press. During the past six months, the author made incentive mechanism reform program by questionnaires, interviews and other researches and analysising .The author proposed that combining the employees actual needs of "Liaoning Youth" press employees, targeting from the target incentive . compersation and benefits, performance incentive , humanic care incentives four—pronged approaches to develop the effective incentive reform program. As an opportunity, the magazine changes from the restructuring institutions to enterprises, and scientificly sets a quot and other posts , competites for job openings, improves the recruitment system, broadens the promotion channels to establish a wide space for employees to develop. And the magazine establishes a scientific system of performance appraisal, links the performance and rewards and combinates the personal interests with the development of magazine. The incentive needs to pay attention to the individual differences, and to carry out the flexible pay and benefits systems, the necessary of implement a wide range of pay systems and flexible benefits systems. Enterprises enhance the training of employees and establish the enterprise culture to create a good working environment for employees.The paper ,which is on the incentive mechanismxan motivate employees and retain the talents for the enterprise. And it provides the positive case for the human resource management of enterprise reform., it also has the reterential signifinance of employee incentive and manegement for the small-scale enterprise institutions.
