In the 21 st century,China's economic development has gradually shifted from high-speed development to high-quality development,and scientific and technological innovation has become a new driving force for economic growth.In high-tech enterprises,the management decides the formulation of enterprise r?d strategy,while the employees decide the possibility of realizing the strategy.How to mobilize the two to fight for the enterprise,the formulation of enterprise incentive system is particularly important.Most enterprises in China's high-tech industry implement multiple incentive systems at the same time,and there is a phenomenon of mixed incentive systems in high-tech enterprises.However,in the face of the complex phenomenon of internal incentive system in enterprises,Chinese scholars mainly study the impact of enterprise incentive and technological innovation performance from the single perspective of management incentive or employee incentive.For enterprises that use both management and employee incentives,scholars' researches on the internal relationship between enterprise incentive system and technological innovation performance cannot fully meet the needs.This phenomenon is not conducive to the development of relevant incentive systems for high-tech enterprises to stimulate the work passion of management and employees and improve the r?d and innovation capacity of enterprises.Different from the analysis done by scholars in previous years,this paper studies the internal relationship between incentive and technological innovation performance,taking the interaction effect of employee incentive and management incentive as the starting point.At the same time,technological innovation input,technological innovation output and financial performance are taken as the surrogate indicators of technological innovation performance.A comprehensive analysis is made of the influence of the incentive system and the interaction between the incentive system on the technological innovation performance of enterprises when the employee incentive system and the management incentive system are used simultaneously.Taking Huawei as an example,this paper firstly segmented huawei's development process according to the key points in the reform of Huawei's incentive system,analyzed the interaction effect between huawei employees and management incentives in each period after segmentation,and constructed the incentive interaction system within Huawei in each period.Then,the technological innovation input,technological innovation output and financial performance are taken as the measurement indexes of Huawei's technological innovation performance,and the influence of huawei's incentive interaction system in each period on the three is analyzed respectively.The results show that huawei implements both employee incentive and management incentive at the same time,and the incentive systems will influence each other and produce an interactive effect.This interaction effect is not only the interaction between the incentive systems themselves,but also includes the influence path of the incentive systems.Due to the incentive interaction between employees and management,when Huawei changes part of the enterprise incentive system,the impact of the enterprise incentive system on technological innovation performance will have significant changes.However,the impact of Huawei incentive system on technological innovation performance is still positive at the overall level of enterprises.This paper analyzes the effect of incentive system on technological innovation performance when the enterprise implements both employee incentive and management incentive simultaneously,and takes technological innovation input,technological innovation output and financial performance as the measurement index of technological innovation performance.It is not only enlightening to the research on the internal relationship between incentive and technological innovation performance,but also enriching the research literature in the field of enterprise technological innovation performance.It has certain reference value for the design incentive scheme of high-tech enterprises to stimulate the enthusiasm of management and employees,enhance the R?D and innovation ability of enterprises,and improve the technological innovation performance of enterprises.
