At present, the restructuring of press and publishing industry is promoting to the provinces and cities. Under this powerful policy, the national educational newspapers are facing reform. Each province has different policies and methods to push the reform of educational newspapers, the restructuring of press and publishing industry must be imperative under the situation, and the double of "Institutional Organization, enterprise management" will be reformed, regardless of Institutional or business, the restructuring of press and publishing industry will become single attribute. This is a major reform, though there is a policy driven to push the reform, in the specific practice of reform, there still will be a lot of problems and bottlenecks to be resolved. According to the economic development role and related data, we can estimate these issues, and put forward the strategies earlier.In this paper, we regard the educational press which under the Shanghai Education Press Group (3 kinds of newspapers,8 kinds of periodical, totally 27 species) as the carrier, through various methods such as data analysis, survey research to analyze the possible difficulties, development bottlenecks and other issues that the educational press will faced in the process of reform, and combined with relevant theoretical and practical experience, explore the way for development in the process of educational press reform. We try to resolve the problems that make the educational press achieve market-oriented operation, while maintaining its educational function, and enhance market competitiveness, win a seat with other newspapers (such as entertainment, test questions) competition. We hope that through this research we can point to an area (以点带面),promote the development of educational j periodical, so that our country's press and publishing industry can develop more health and scientific.
