The information age brings great changes to the global working environment, and great impact has been exerted on all trades, especially human resource management. Every organization is pressed to change its organizational concept, methods and forms. As MIS, ERP and CRM become more and more popular with companies; Internet is also employed in the field of human resource management. E-HR (Electric Human Resource) system, which helps HR managers with information management and function improvement by using computer and network technology in a scientific way, has become a hot issue that attracts the attention of both HR managers and IT staff.Performance appraisal is a very important part in the human resource management system. With the acceleration of the economic integration, talented persons have played a key role in the global competition; "Science and technology are the primary productive forces," and the quality of education determines that of the talented. It has been a major project for the educational theorists and practitioners to improve the quality of education, and it is indispensable to have a comprehensive, fair and scientific appraisal of teachers' performance.The first half of this paper studies the current situation of the performance appraisal as well as the testing system home and abroad, and based on this, it discards the established way of performance appraisal, which evaluates only the teaching performance of college teachers. According to the school's situation, it puts forward a targeted performance indicators system with balanced Scorecard; further, it asks such four parties as students, self, teachers and experts (mainly off the campus) to practice the system, so that it can be assured of fairness, scientific value and guidance quality.The latter part of this paper puts theory into practice, and makes requirements for developing the performance appraisal system for the school. First, with full understanding of the project, it makes a requirement analysis and feasibility study of the system, and also offers a detailed explanation about the requirements of its overall function and modular function. Second, it processes and sorts out the collected data, illustrates the connection between four parties with E-R diagram, and creates a corresponding data base with SQL Server 2000 by employing data-oriented design. Finally, it completes some functions of the system by using .net technology combined with three-tiered architecture.
