In the knowledge economic times the human resource is the most important strategic resource to the development of a nation and society. And the human resource competition has become the core of medium competition. To win the talent competitive war is big challenge for most companies including Chinese Broadcasting & TV Group. Performance appraisal has major meaning as the means of the management of human resource. No matter people recruit, promote, train and determine pay, must be basic with check and assessment. This article first carries on the analysis elaboration to the human resources management and the human resources management achievements examination and critique related theory, lays the rationale for the design science of human resource performance appraisal in Chinese Broadcasting & TV Group. Although the recent years Chinese Broadcasting & TV Group has doing strongly makes the big aspect to obtain the certain result, however the human resource performance appraisal still was the question, seriously restricts the enhancement and further grows of Chinese Broadcasting & TV Group. This paper, by analyzing the performance appraisal system for Chinese Broadcasting & TV Group;using modern theory and method of performance appraisal, fully making use of the advanced experience of performance appraisal system for foreign media groups;on the basis of analyzing working property, post duty of anchor in Chinese Broadcasting & TV Group in detail, set up performance appraisal system for Chinese Broadcasting & TV Group. The whole index system has three levels, 4 first class indexes among them, 20 for second index, 56 tertiary indexes. The paper also describes the standard and the grade of performance appraisal, and designs the grade form of performance appraisal to Chinese Broadcasting & TV Group, sets up the test and assessment index system of performance appraisal index and mathematics model with qualitative and quantitative study method. This thesis doesn't stop its work after it has designed the performance appraisal index system for the press and publication administration. It aims at the system's social and practical meaning. The system's real value can be gained only when it is operated in the society and directs the social practice. So the preliminary discussion in this paper remains to be examined in practice.
