Under the situation of the fully implementing of teachers' new appointment system, the urgent problem is how to carry out the performance appraisal on teachers. On one hand, the contents of performance appraisal should be particular, multiple and flexible, on the other hand, it should be simply, easily, conveniently and fleetly to carry out. The paper focuses on these questions and mainly studies the teachers' performance appraisal system under the appointment system.In performance assessment, performance evaluation index system, the settings of this system and the choice of assessment methods are the focuses, the designing work of which will decide whether the assessment will be a success or a failure. On the basis of the literature home and abroad, this paper has an in-depth study of the existing performance evaluation indicators and methods and of their pros and cons. In conjunction with the new characteristics of performance evaluation of teachers in the appointment system, the establishment of indicators and methods in the employment system for assessing teacher performance is realized, and based on internet, the teacher performance appraisal system is designed and partly realized , and thus the assessment becomes automation. The paper studies the contents as follows:(1) On setting the assessment indicators, this paper analyzes the shortcomings of assessment criteria, and based on the new characteristics of the assessment criteria and design principles, a questionnaire surveying method was carried out to establish a clear and simple teachers' performance appraisal system.(2) On setting the weight of assessment indicators, this paper analyzes and compares the important degree of each assessment indicator, and then set down the basic weight of each assessment indicator. To reflect the penalty-incentive mechanism in the evaluation, partial variable weight is introduced to make the result more scientific and reasonable.(3)On the assessment of the qualitative indicators, the 360-degree comprehensive evaluation method was carried out in which some leaders, experts, students, colleagues and the author took part. The 360-degree assessment was conducted and different subjects have different assessment weight, and a fuzzy comprehensive evaluation method was implemented and thus a qualitative result was gained. (4) On the assessment of the quantitative indicators, through the zero dimension and the standardization analysis of the mathematical transform data, the quantitative indicators can be quantified and comparable, through an application example; the entire assessment process is concrete and specific.(5) Evaluation through the computer system became real. On the basis the evaluation model, this paper uses B/S model combining ASP and C # language to have front stage network programming, using a SQL Server to design background database, the performance appraisal system for teachers thus has a preliminary design and a simple realization, generating a more accurate fast and efficient assessment.
