With the rapid development of national economy, many domestic original management system has carried on the reform. And the personnel system reform of colleges and universities is one of the important contents of performance assessment. The full implementation of the teachers' position in college recruit make under the new situation, how to reasonably effective university teachers in colleges and universities, performance appraisal is teachers' management issues that need to be resolved. Therefore, establishing a set of mature and perfect and performance assessment system is advanced the development of universities is crucial.This research performance evaluation system of radio and TV university in tianjin performance assessment business for background teachers college, and cater to improved performance and overall national informatization construction requirement, in full use of tianjin radio and television university's existing network, technical resources for tianjin under the premise of radio and television university to construct a framework based on the browser/server performance evaluation of the Web application system. Topic when in design and development follows the software engineering idea, develop language method using asp.net and c# combined to programming framework, as a receptionist database using SQL Server database. System structure adopts B/S model design, design the use of three different user respectively, the specific module business requirements complete different functions.This thesis after the completion of the performance evaluation system, not only thoroughly changed the original college performance appraisal artificially management modes, and also makes college can effectively avoid originally appeared in the performance evaluation of when parts and subjective grading unreasonable phenomenon, turn right use of performance evaluation this management means. Overall, set up a set of perfect performance assessment system is accord with university of tianjin radio and television university needs and development goals, it will effectively improve school performance evaluation efficiency and reduce the management cost, also will further promote the deepening of the reform of the university and personnel system.
