GPS and GIS has become common thing in people's daily life recently. The combination of those two things will be very useful and produce great economic value which the GPS Positioning System for mobile phone based on. It will provide GPS personal positioning, friend positioning service for mobile users and mobile positioning service for Web users.This paper researches on the work of the server end of the GPS Positioning System for mobile phone. The server end is capable of authentication, compressing or decompressing, encryption or deciphering based on the protocols of GSM, GPRS and TCP/IP. Those modules which are connected by the user interaction module can change drivers and algorithm programs by configuration. After the user data is deciphered and decompressed, it is processed by the service class that is dynamic loaded by the service center. As a result, it only need develop the service class and register in the service center to add a new service which enhances the expansibility of the system.The server offers a service frame and the function modules such as database module, wireless communication module, server core module, service website module and expanding module. We describe the design and implementation of each module and give solution to some problem, for example, frequently offline and resuming broken download. And the design of mobile positioning is researched especially including developing the GIS module with a third part GIS/Web GIS software interface and the development of three positioning service class which complete the work that examining the service request serial, the transition of geography representation, the acquisition of geography location of the object mobile phone and the generation of the dynamic and static maps.The performance of the system is enhanced through using the technology of resource pool, data compressing, data encryption and guarding thread. It's also very easy to add or remove a service. And there are still something need to improve which is explained in the end of this paper.
