In the real-time vehicle positioning and surveillance system, accurate positioning, wireless network transmission and geographic information system are three inseparable and co-related functional parts. GPS terminal can supply the accurate position, velocity and time information continuously, so the vehicle monitoring system can get positioning information from GPS. China Mobile's GSM network supplies communication link between GPS terminal and monitoring system. It has larger range of coverage area and lower costs as compared to other networks. The map used in the system is based on the vector geographic database. It supplies rich spatial and dynamic geographic information, so in the real-time vehicle positioning and surveillance system, we develop our monitoring software system based on GIS.In this thesis, China Mobile Communications Corporation (CMCC)'s strategy on information applications and whole-scheme solutions for groups and industries is firstly introduced. Secondly, this thesis focused on the three main functional parts: GPS positioning terminal, communication network and surveillance center. A practical case of real-time vehicle positioning and surveillance system for the Guilin Traveling Group is discussed. In this case, the up-to-date GPS, GPRS network and GIS technologies are used. It solves the wireless transmission of positioning data packages by GPRS over GSM network with better security and reliability. This thesis also supplies rich examples of network configurations, engineering codes and protocol analysis and has a wide range of universal application. Finally, the progresses and prospects of future positioning technologies and evolutions of 3G communication are illustrated.
