Along with globalization of economy and advent of knowledge-based economy era, the competition of the media is more and more furious . Competition of media is competition of talent essentially , and the human resource is always the center of the organization . So the media shall establish appropriate motivating system to attract and retain the talented person , and make them do their best in the work .Motivation is the most important thing in the media human resource management .Our media gradually recognizes the importance of the motivation system during the marketing progress , and summarizes some experiences through practice , but generally speaking , the indexing set is not so systematical , and we should do more work on it .I think the relationship of consign and surrogate cases motivation . There are multiplayer consign and surrogate relationship in our media . Our country consign the government to administer the media , the government consign the media governor to run the media , the governor consign the journalists and the editors to do the affairs . In order to make the agents work hard ,we should establish appropriate motivating system . We should establish the motivating system in these three levels : property right , daily work and inspirit. The property right is account for motivating the media governor , nowadays , media that come into the market try to share the profits with the governor . The daily work level is about appraising and salary , media should establish scientific system to appraise the employee's performance .The inspirit level is about human resource exploitation and establishing media culture .
