China's Media has emerged into market operation since early 1990s. The advertisement income has increased by 20 times in 10 years, which has reached 80 billion. Media Industry has been the most rapid growth one in National economic. The profit and tax of media Industry has exceeded that of cigarette Industry in 1998 for the first time, and become the fourth mainstay Industry of our nation. The great achievement of Media Industry revealed large potential of it, but compared with the Media Industry of many western developed counties, our media is just like a piece of cake: CCTV which is the largest Media group of our country has ranked fiftieth in international. The total income of our TV program is 10 million, only account for 1/200 of the issuance income of Titanic. In a word, our Media Industry lack of competition power, especially lack of core competition power. In order to develop our Media Industry, our government conducted a collectivize revolution in Media Industry, and organized several media group by administrative power.
