Research On TV Media Human Resource Management Under Dual System

Since China’s reform and opening up, Chinese TV media has gradually formed the binary system of hybrid form between administrative system and industrial system because of enterprise management in "institution". The binary system has become the basic present situation and the specific management situation which is unable to avoid, and it has fundamental and huge influence on operation mechanism organization, organization way, management structure and system design of human resource management of Chinese TV media. There has certain theoretical and practical value to research deeply China’s TV media human resource management in the binary system.This paper has tried to establish framework and system of Chinese TV media human resources management in the binary system with adopting the theoretical research method, empirical research method, literature research method, according to the theory of strategic human resource management as the basic framework, on the basis of the theory of management, human resources management, communication and industry management theory, through the case research of TV medias, teasing and analyzing the research literature about common media industrialization, the Chinese and foreign human resources management research literature, the China’s TV media human resource management research literature.Chinese TV media in the binary system have highlighted typical characteristics of the "triple contradictions"--- the properties collision between business and industry, the game between administrative mechanism and market mechanism, the conflict between official standard and professionalism, the binary system has fundamental and overall influence on Chinese TV media human resource management---- in the system design, "poles" swing between administrative guidance and market orientation; in the running mechanism, trading off and taking turns of path dependence and management innovation; in the management mode, intertwined of administrative regulations and market allocation. Therefore, it become the inevitable choice to explore and construct the human resources management system, principles and paths with the binary system and its derivatived contradictory features as the basic foothold, and conforming to China’s national conditions, and the industry characteristics of Chinese TV media.The study found that appropriate intervention has positive function for TV media human resource management; Media’s political attribute decides the inevitability of administrative act. On the other hand, Market orientation is based on the premise about the rules of medium mission and professional spirit.Based on this basic judgment, this paper tried to explore and establish the four principles of Chinese TV media human resource management by introducing the theory of strategic human resource management. Using the match view of strategic human resource management, this paper tried to establish the management principle of resonance management mode about administrative behavior and market-oriented; using the value views of strategic human resource management, this paper tried to establish the management principle that value creation is the core of human resource management of Chinese TV media in the binary system; using the contingency concept of strategic human resource management, this paper tried to establish the management principle about abandoning the path dependence of absolutization of administrative behavior, building multivariate management mode; Using the double dual view of strategic human resource management, this paper tried to establish the management principle of building human resource management model matching characteristics of Chinese TV media people.The studies have shown that there has the following four preferred paths of Chinese TV media human resource management in the binary system, namely:management innovation of the principal person in charge of Chinese TV media, building multi-channel post management system of Chinese TV media, building performance quantitative examination system of Chinese TV media, and building diversified incentive mechanism of Chinese TV media. Through a lot of field research and case analysis, this paper further explored and expounded to the above four key areas of practice, and put forward some reference schemes and practical paths such as shaping "the entrepreneurs government" management mode, constructing ways and mechanism of post dynamic adjustment, the triple basis of performance quantitative indicators, reference and embed industry incentives system.
