The seven publishing groups in six provinces of Mid-China are highly expected to vitalize publishing of Mid-China and drive their economy to rise. As knowledge-intensive and industrial of Mid-China, the publishing groups should take talented persons, be good at using talented persons, revitalize talented persons and build scientific human resource management and developing strategy if they want to develop abruptly.The strategy on management of Human resource includes the developing strategy of talented persons. Narrowly, the management of human resource is to achieve the max of the human resource working effect by arranging the space spots laterally. But the development of the human resource mainly emphasizes the longitudinal time. It raises the qualification of the talented persons by continual inspiring to raise the competition individually and entirely, and access the sustainable development of organizing strong power competition. They are complementary to each other, and the basic guarantee for the development of the publishing groups of Mid-China.There are many research methods in the paper, such as analyzing and arranging the documents to grasp the theories and current situation, applying the multivariate analysis method which mainly uses the version but takes account of economics and principles of management study,applying the methods of investigation and demonstration which takes classic documentation from point to face, applying the comparatively analytical method which integrates theory with practice, and applying the expert interview form, which increase the depth for the research.The new ideas of the paper is combining the research methods of the human resource strategy and the publishing study, the talented persons strategy and principles of management research method, and applying the scientific publishing and publishing ecological ideas organically. Make every effort to combine the theory and the practice which takes the inquiring and population analysis as classics, and take scientific theory and real environment as latitude to make great efforts to link up with macroscopic view phenomenon and a typical case. Try the best to describe the current situation of the human resource for the central publishing groups, and analyze the problem of the management and development for the human resources. Attempt to have a scientific and suitable strategy for management and developing strategy of the human resource, and explain the inherent logic under three-dimensional plan pattern. Hope the research is useful for the development of the central publishing groups.The paper is divided into 4 parts.The first part describes the theory connotation about publishing groups and human resources, the hot spots and focal points home and abroad. At the same time, it will summarize the purpose, the method and the significance by the research.The second part is the description and judgment for the publishing groups of Mid-China and the current situation of the human resource. Through the current analyzing, the paper has brought forward the need trend of human talents quality and type.The third part raises the two problems which lies in the management of human resource. Further, the paper put forward the scientific management pattern for the human resources to boost being on the move naturally, brings maximal effect by human resources.And the fourth part will emphasize the important meaning to build the strategy of human resources in the publishing groups of Mid-China. Five trends for the modern publishing talents will be probed, and the three-point strategy suggestions, deploying pattern , training pattern and managing pattern are as well be come out.In the end, the paper advises that the publishing groups of Mid-China should strengthen mental consciousness about talented persons, set up people-oriented development concept, and grasp the current situation and needs of human resources, optimize the management and development for the human resources. At the same time, emphasize the unification by "formulating essential rules and regulations and reason exchange", "individual develops and the team cooperation" and "talented person development and cause development". Pay attention to cultivate talented persons, team and press, make the publishing talented persons and cause scientific development, harmonious development, and continual development.
